Summary: Fear is rising in Gotham City and people are acting strangely. As Batman and his young apprentice, Batgirl, are out on patrol, they become aware of a series of stunts designed to provoke panic in the hearts of the city's residents. But who's behind them? The Dark Knight suspects an old foe - the fear-obsessed Scarecrow. Can Batman get to the root of the problem before someone gets hurt?
